Florida House Passes Renewable Energy Bill

Solar Industry: Content / Policy Watch / Florida House Passes Renewable Energy Bill: "The Florida House of Representatives has approved H.B.7229, a controversial bill designed to increase the state's renewable energy supply.

The measure would permit utilities to pass along to customers the costs of renewable energy projects, without full review by regulators, according to the Sun-Sentinel. Utilities would also receive an additional 0.5% profit margin for projects above the highest profit level they are currently allowed to receive.

Opponents claim the bill would subject ratepayers to an unfair cost burden during challenging economic times. Proponents claim the bill would help the state's economy and pointed out that the state legislature already permits utilities to pass along costs to customers for new nuclear plants."

FLA released their version of Energy Bill

Today the Senate released their version of the Energy Bill filed by Senator Mike Bennett, which in it's current form includes a number of different pieces of legislation rolled in to one.

The bill includes the "utility bill" language, giving utilities full cost recovery for the systems that they develop, but also including a mandate to purchase at least 5% of their development capacity from systems under 2MW. FARE is currently filing an amendment to bring this 5% carve out for small systems up to 15%. In an effort to incentivize purchase from small scale systems, FARE is filing an amendment which we have already had adopted in the House, to give the utilities ownership of the inherenent Renewable Energy Credits (RECs) if they purchase the electrcity from small systems.

In another ray of hope for the small scale industry, this bill also includes a voluntary check off program for ratepayers to volunteer to fund a rebate program, allowing up to $2 per watt for residential systems up to $10k per system and up to $50k for commercial systems. This langugae can be found beginning on line 342. Working jointly with FlaSeia, FARE is filing an amendment to use a portion of the funds collected through this program to pay down the backlog of rebate monies owed unless more Federal money can be found to pay down the backlog.

The bill also includes the PACE program.

An announcement from Georgia Power said that its plan has already been approved by the Georgia Public Service Commission, setting the stage for more residents to adopt solar energy.

The revised plan from Georgia Power now includes a premium green energy option where customers can obtain 50 percent of their power from solar sources at a cost of $5 per 100 kilowatt hour. Previously, the plan had offered a plan for people to derive 10 percent of their electricity from solar sources at a rate of $4.50 per 100 kilowatt hour block."

BP says oil leak may be bigger than it thought

As a child growing up in the Great State of Texas, (from 1971 - 1988) this type of tragedy was all too familiar and all to real for me as a young boy spending much of my time on the shores of the Gulf of Mexico. As a child I remember packing our towels, sunscreen, flip flops, coolers full of drinks and sandwiches and one of the most important items was the alcohol wipes, yes little wetnap looking alcohol wipes used to wipe the oil off your body prior to picking up your towel to wipe the water from your body.


Know living in another great State, the state of Florida many are pushing for oil drilling directly off our gulf shores. I am fully against this proposal, not to mention that in the State of Florida our Gulf beaches are a Multi-Billion dollar industry and oh by the way Florida is in need of tourists and the revenue. This type of tragedy is all to real.

It may be as much as a new estimate of 5,000 barrels a day that the government first provided late Wednesday, he said."

'I'm not belittling the green movement, but mostly we wanted to save money,' says Banack, who now shuts off his gas boiler in the summer except during stretches of cloudy days. Banack estimates his heating-fuel bills have dropped at least 25% since adding the system, which was made by Germany's Stiebel Eltron GmbH and cost about $6,000 after tax credits. 'This is a form of independence,' he says."

Coinciding with the 40th anniversary of Earth Day, U.S. Department of Energy Secretary Steven Chu announced that the DOE will invest more than $200 million over five years in order to expand and accelerate the development, commercialization, and use of solar and water power technologies across the United States.
The funding will create American manufacturing jobs and a workforce with the required technical training to speed the implementation of renewable technologies.
The investments allot money to various sectors of the renewable energy industry.
The Photovoltaic Manufacturing initiative will receive up to $125 million over the next five years, to be put towards manufacturing-focused research projects that will have near and mid-term impact on the U.S. solar industry."

Dorchester, ON – EnerWorks announced today that their Spectrum solar water-heating appliance with a double-walled heat exchanger has achieved CSA system certification, the only double-walled system to meet the necessary requirements to date. The certification applies to EnerWorks’ one- to four-panel systems.
EnerWorks’ Spectrum appliance with a single-wall heat exchanger was also the first solar thermal system to achieve CSA system certification, and has been certified since 2006.
“The difference between these two appliances is that the energy station contains a heat exchanger with double wall construction,” says Andrew Mauchlen, EnerWorks Engineering Manager. “Both are certified as safe by CSA – the single wall because the pressure of the food-grade heat transfer fluid loop is lower than that of the potable water system, and the double wall heat exchanger due to its construction.”
The Spectrum appliance with double wall heat exchanger has been developed to comply with the municipal regulations of those jurisdictions in United States and Canada that still require double-walled construction.
“EnerWorks systems can now be installed in these municipalities as well,” adds Mauchlen.
For areas where this is not a regulatory requirement, EnerWorks offers its standard appliance with a single wall heat exchanger.

Duke Energy picks 10 NC sites for solar panels - BusinessWeek: "Power company Duke Energy said Thursday that it will install solar panels at 10 buildings in North Carolina as it builds on its solar generation program.
The panels will generate enough electricity to power about 525 homes.
Duke began the program last October when roof space was leased from four large manufacturing and commercial facilities for the placement of solar panels.
When the program is complete, Duke will have invested about $50 million on a project that will be capable of generating enough electricity for 1,300 homes."

Austin firm to build solar thermal power plant: "Austin-based ThermalSoul unveiled plans this morning to build the state’s first solar thermal power generation facility in the Austin area. When completed, the facility will generate up to 10 megawatts of electricity and power up to 9,000 homes.

Solar thermal energy is an emerging technology currently in use at small sites both in the United States and globally. It is commonly used for site specific applications like heating swimming pools although there are several thermal solar power plants operating in the California and Arizona deserts."

Texas is now the undisputed Leader

The state of Texas is far and away the leader in wind power generation. When the oil market started to dry up they made a move on wind energy. Generating 9400 MW of wind electricity. The nearest competitor is Iowa with 3600 MW. This means more jobs and more money injected into the economy. It is home to the Roscoe Wind Farm, the largest wind power plant in the world. The farm generates nearly 800 MW of wind power.
Wind power supplies affordable, inexhaustible energy to the economy. It also provides jobs and other sources of income. Best of all, wind powers the economy without causing pollution, generating hazardous wastes, or depleting natural resources—it has no "hidden costs." Finally, wind energy depends on a free fuel source—the wind—and so it is relatively immune to inflation.

2010 looking good for Solar

Some 17,000 new jobs were created directly or indirectly by the solar industry as the nation’s generating capacity grew by 37%, pushing through the 2,000MW barrier for total output.
The pipeline of developments lined up in the US also suggests strong years ahead.
Growth last year was driven by federal and state incentives and a 40% drop in photovoltaic module prices, according to the Solar Energy Industries Association, which published the figures this week.
Revenues in the US solar industry grew by 36% compared to 2008 to more than $4 billion.

More than 500 solar panels will begin to appear on the roof of MassMutual's Springfield headquarters this month as the life insurance company aims to cut its electricity and fuel bills.
The project - which will include traditional solar panels, as well as thermal solar panels used to heat water - is expected to generate roughly 130,000 kilowatt hours a year, or enough to power between 17 and 26 average Massachusetts homes, a company spokeswoman said."

FLA Clean energy movement stalled in House

TALLAHASSEE -- In the last legislative session before his death, state Sen. Jim King tirelessly pushed for an energy compromise to reduce the amount of dirty fuel the state uses to produce electricity.
He called it "visionary'' and predicted it would spawn jobs in the growing alternative-fuel industry. It passed in the Senate, 37-1, but died in the House.
This year, environmentalists and green companies are urging the revival of the Jacksonville senator's vision from 2009. But with four weeks left of the legislative session, the prospects have vanished for a renewable-energy standard that would force the state to clean up the way it produces power.
The momentum instead is with ideas that would turn the clock back two years, to the days before the green-energy movement in Florida gained strength.

The Chipotle at Collin Creek Mall will be getting a green makeover just in time for Earth Day.

The East Plano location is one of the five North Texas restaurant locations to have rooftop solar panels installed. Solar panel installations are already underway in select cities including Denver, Austin, Dallas and San Antonio, and the restaurant chain plans to install solar panels on approximately 75 Chipotle restaurants over the next year."

Boeing, Stirling ink solar panels deal - St. Louis Business Journal:: "A St. Louis-based unit of Boeing and Stirling Energy Systems (SES) inked a deal calling for the Scottsdale, Ariz.-based solar power developer to integrate the aerospace company’s high-concentration photovoltaic cells into its product offerings.
Financial terms weren’t disclosed.
Stirling will commercialize Boeing’s XR700 solar technology for projects of 50 megawatts and smaller. The company also develops a large SunCatcher concentrated solar power dish for large, utility-scale projects."

The Greatest Friday of All

On Friday February 26th my Doctor told me (After multiple blood tests over the course of 4 months, and very high PSA levels) that I had Prostate cancer. After these tests and evaluations my Doctor also stated that he was going to treat it as such, until someone or something proves him wrong. My Doctor is one of the best Urologist in the area and has seen and treated thousands of patents over the multiple years in practice.
On Tuesday March 30th (after reviewing the 12 tissue samples which were taken, primarily to determine specifically where and to what stage the cancer was in) the Oncologist stated that all 12 tissue samples were in fact Benign and that No cancer was present.
I am living proof beyond words that God is still in the business of healing and answering fervent prayers. All the Praise and Glory to Him who heals!
